Activity was likely subdued in H2 last year, with tourist arrivals remaining hugely below pre-pandemic levels. Nonetheless, arrivals did pick up towards the end of the period, while a high vaccination rate and looser restrictions compared to H1 should have aided domestic demand. Heading into Q1 this year, given the country’s dependence on tourism, momentum is likely being dulled by the arrival of the Omicron variant.

More positively, the Central Bank recently extended its debt restructuring program until mid-2022, which should support investment ahead. Meanwhile, the EU recently revoked tariffs on Cambodian rice, boosting the external sector. In politics, the prime minister secured his party’s support for naming his son as his successor ahead of next year’s election. This should imply policy stability ahead.

Market Trend

The Cambodian car market this year recovered effectively from the pandemic crash, reporting a positive performance in all quarters.

Sales in 2020 have been heavily influenced by the COVID-19 pandemic, impacting all sectors. In fact, 18,718 units have been sold, reporting a decline of 20.9%.

In 2021 the year started positively for the Cambodian market, in fact, in Q1 4,354 units have been sold, reporting a 45.7% increase in sales compared to Q1 2020, and in Q2 sales slowed down slightly, reporting a 12.5% increase in sales with 5,838 units sold due to the low sales volume registered in Q2 2020.

In Q3 sales rose only 8.1% with 6,477 units sold, while in Q4 growth increased significantly again (+42.4%) with 6,474 units sold.

Indeed, Full-Year sales for 2021 have been 23,143, reporting a 23.6% increase compared to 2020.

Brand-wise, this year the leader Ford (+14.8%) lost 3.1% market share, followed by Toyota (+53.8%), which gained 4.7% share. Mazda on the other hand fell 29.2% and lost 5.4% market share.

The most sold model in the country is the Ford Ranger, which grew 12.5%.

Economic Environment

Following a likely severe hit in H1 due to the impact of the pandemic and associated restrictions, available data suggest that economic activity remains subdued in H2. The tourism industry, which accounts for more than a quarter of GDP, continues to suffer: Despite a significant increase from July, tourist arrivals were still down 95.9% year-on-year in August.

Moreover, both investment projects and construction proposals declined markedly in January–August compared to last year, signaling still-downbeat private sector activity. Meanwhile, on a brighter note, merchandise exports grew robustly in the same period on higher shipments of bicycles, electronics, and rice.

Lastly, on 23 October, the government approved the draft 2021 budget—valued at around USD 8.1 billion, slightly lower than last year’s original budget—aimed at addressing the harsh impact of the pandemic and supporting the recovery.

While the spread of the virus in the country is under control, the huge fall of the tourism sector reduced dramatically the purchasing power and people are still back in the poverty. The purchase of a new car is not their priority, at the moment.

Indeed, Full-Year sales for 2020 have been 18.718, reporting a decline of 20.9% compared to 2019.

Brand-wise, this year the leader Ford (-17.5%) gained 1.7% market share, followed by Toyota (-33.8%), which lost 3.8% share. Mazda on the other hand fell 40% and lost 4.1% market share.

The most sold model in the country remains the Ford Ranger despite falling 18.2%.

Economic Environment

Cambodian economy  continued to perform well in 2018, on the back of activity in the tourism and merchandise trade sectors. In the first nine months, garment exports—which constitute the lion’s share of Cambodia’s exports—grew by over a fifth over the same period a year prior, according to customs data. In the same period, growth in tourist arrivals edged higher compared to a year earlier, according to figures from the Ministry of Tourism.

Economic growth should again be buttressed this year by the garment and the tourism sectors. Ongoing infrastructure investments from China and public consumption will likely provide a further boost. However, the potential loss of preferential market access to the EU poses a significant downside risk, while the slowdown in the Chinese economy could harm tourist arrivals.

Cambodian economy continues to sail along this year. Imports from key trading partner Thailand have proved robust in 2017, indicating solid private consumption growth. Tourist numbers have also grown at a healthy rate, thanks to an increase in Chinese visitors.

Moreover, ties with Japan, a main economic and strategic partner, were enhanced during a state visit, with the signing of two infrastructure deals worth over USD 244 million.

The Automotive industry is fast growing and in the 2017 over 60.000 vehicles were imported, of which near 8% registered for the first time and 92% pre-owned. Among this second category, many vehicles are with less than 100 km and just registered outside of Cambodia to avoid the high taxation imposed to the new vehicles.

Indeed, after the restriction imposed to imported vehicles by Myanmar in January 2017, Laos and Cambodia remain the only countries in the ASEAN region to have not yet banned pre-owned vehicles import, with Cambodia having increased last years duties on new vehicles.

For this reason the official new vehicles market stands far from the potential and in the 2017 have been flat at 4.424 (-0.8%) while the grey market flourished.

The economy continued to grow at a robust pace last year, benefiting from solid domestic demand, which was in turn supported by strong credit growth, and expanding exports, especially from the textile sector. Moreover, a booming housing market and the growing tourist sector propelled construction activity.

The demand for vehicles followed the economic development and the total vehicles imported in the year had been near 45.000, almost 10.000 more than in the previous year.

The new vehicles sales grew up with a share on total at 10% (the best ever) with 4.356 sales , up 28.3% and new all time record.

The new vehicles had been just 1.000 more in a year while used improved over 9.000 as a results of free duties import for used while the duties on new vehicle had been improved in mid 2016 to achieve a record 125% (137% for a luxury). Government explains this policy as an incentive to produce locally and indeed this protectionist action allow to the local producers (Ford, Hyundai, Toyota) to control the market leaving peanuts to the distributors of others brands.

In 2016 for the first time one brand sold more than 1.000 units and it was Hyundai. Behind, Ford and Toyota. The three brands together own a share of 65%.

The rule that the automotive industry could play in this path is crucial helping goods and people to move and develop the daily activity, being a volano for the national GDP, as already done in many others under developed nations.

Indeed the import of vehicles is growing and in the 2015 it was reported a number of near 35.000 vehicles (four wheels, including heavy) imported by the country. Unfortunately near 8% of them was a new one while the rest was composed by very old, obsolete models, arriving mainly from Japan.

Indeed, traders of obsolete vehicles are looking for new markets, as Myanmar and Laos are understanding the damage created to the country development by vehicles aged over 10 years, and are building barriers, raising duties for them.

At the moment, this concept has not yet been understood in Cambodia.

However, the new vehicles market is growing, while remaining at very low-level and in the 2015 grew at 3.396 units.

With near 17 million people, Cambodia ranks as the 71st most populated country in the World, while in the new vehicles sales ranking is well over the 120th position.

Many manufacturers are importing in the country while neither is selling over 1 thousand units. The market leader in the 2015 was Toyota, ahead of Hyundai, Ford and Mitsubishi.
